General Qualifications, page 2 I have fulfilled various
engagements (guest speaker, seminar leader, external examiner, etc.) at
fifty-five other institutions of higher education: forty-eight in the U. S.,
four in Canada, two in Australia, and one in Somalia (in that tragic
country’s National University in Mogadishu). Among
other capacities apart from my expert witnessing, I have been vice president
of the American Educational Research Association, which I think has gone far
astray in recent years; founder of Associates for Research on Private
Education and its professional journal; member of the board of directors of
the National Catholic Education Association (though I am not Catholic);
Charter Commissioner of the Commission on Educational Issues; board member of
the Peterson Foundation (which sponsored five private schools in Mexico
City); and founder, editor, issue editor, or editorial board member of eight
professional journals. I have done variegated
work (speaking, preparing analyses, staging workshops, conducting studies,
etc.) for many other U.S. institutions, including the President’s
Commission on School Finance, the Office of Economic Opportunity, the Bureau
of Indian Affairs, the National Center for Education Statistics, the National
Institute of Education, legislative commissions in four states, two state
departments of education, several public school systems, the Catholic
Archdiocese of Los Angeles and many other private school agencies, many
associations of educators, many associations of citizens interested in
education (including the National Conference of Christians and Jews; the Church Federation of Greater
Chicago; the Church Plan
Commission for Metropolitan New York, New Jersey, and Connecticut; and the
National Committee for Support of the Public Schools), the Northwest Regional Educational
Laboratory, the Educational Testing Service, the Hegeler Institute, the
Heritage Foundation, the Liberty Fund, the Pacific Institute for Policy
Studies, the Sterling Institute,
Wingspread, the Education
Commission of the States, the Council of State Governments, and (in Somalia)
the U. S. Agency for International Development. I have served, in Canada, the Western Canadian Association
of School Administrators and the Vancouver public school trustees and, in
Australia, the (federal) Schools Commission, the Australian Council for
Educational Administration, and two state departments of education.
